There are approximately 3500 military people in the fleet, and about 35,000 civilians (roughly 10 times as many civilians as soldiers). If the average age of menopause is 51, let's say that around 2/3 of the women on the civilian fleet can have at least one more child without becoming Cylon baby factories. That would work out to 2/3 of 52% of 35,000, or about 12,133 fertile women.Which is apparently enough, if I understand him correctly.
